The Council of Europe is the continents leading human rights organisation. It includes 47 member states, 28 of which are members of the European Union. All Council of Europe member states have signed up to the European Convention on Human Rights, a treaty designed to protect human rights, democracy and the rule of law.

The Council of European Municipalities and Regions (CEMR) is the oldest and broadest European association of local and regional government. We are the only organisation that brings together the national associations of local and regional authorities from 41 European countries and represents, through them, all levels of territories – local, intermediate and regional.

NALAS is a network of associations of local authorities of South East Europe. The Network brings together 16 Associations which represent roughly 9000 local authorities, directly elected by more than 80 million citizens of this region. The NALAS Secretariat, based in Skopje, is responsible for the overall coordination and the implementation of the activities.
